What does the the mythbackend log show when it fails to start?

Just a guess, but perhaps you're trying to start the backend too early 
in the init process? I've noticed that the 0.20 backend will fail to 
start with an error if it cannot open all of my DVB frontend devices 
(unless the open DVB devices on demand setting is specified), whereas 
0.19 would not. In my case this highlighted that sometimes my second and 
third tuner card weren't initialising correctly. Perhaps in your case 
you're attempting to start the backend before the tuner kernel modules 
are loaded?
