This behaviour is with a VGA->SCART cable, using the radeon driver:

(**) RADEON(0): *Mode "1024x576": 19.9 MHz, 15.6 kHz, 49.1 Hz (I)
(II) RADEON(0): Modeline "1024x576" 19.88 1024 1092 1140 1272 576
581 586 637 interlace composite +hsync +vsync

I reckon it's setup correctly - a 50(ish) Hz interlaced signal to the
TV. I still ned to try and lock on to the magical 50.0Hz - could this
be causing any issues? I would have expected to get the same behaviour
on all recordings/DVD is it was.
