Yes, that was exactly the problem - I was editing the config file in
~/.xmltv rather than the file used by mythfilldatabase in ~/.mythtv - d'oh!

Whilst setting up the backend the broken scan engine in 0.19 only found
a subset of the channels. I imported a channels.conf to fix this,
however, as detailed in this thread:

channels.conf doesn't include the transportid and networkid needed to
grab eit data from each multiplex, so I'm missing guide data from the
multiplexes the mythtv internal scanner didn't pick up.
I don't have a real frontend yet (I'm using mythweb for the time being,
as the only Linux box in the house is a headless server) so the
suggested workaround of switching channels in the frontend and looking
at the backend debug output to get the transport id seemed like more
hassle than just switching to use xmltv data for those channels.
