You're thinking of asound.state.  The ~/.asoundrc is a user-specified 
ALSA configuration file (as opposed to the system-wide /etc/asound.conf, 
which is used if the ~/.asoundrc doesn't exist).  The configuration file 
allows the creation of easy-to-remember "device" names to be used with 
ALSA applications (or OSS applications using a slightly different 
approach) instead of specifying cryptic ALSA configuration settings 
inside the app.
