Mythtv-setup is for the frontend, so you run that on whatever box has
the frontend and that's going to have to have X anyway.

The backend stuff is just a process that outputs to console and logs as
far as I can tell, no graphics. I don't think you'll need X to configure
it. I'm not 100% positive as I had X anyway, but I'm pretty sure that's
only needed for the frontend. The backend isn't an X program.
