Yep. Same was true with 0.17, 0.16, and will be true with 0.20, I'm  
sure. It's worth the upgrade. 0.19 has some useful new features.

Read the documentation. Everything you'll ever need to know is in  
there. Either that, or the Wiki. But, simple build instructions are  
there. If you don't want to actually do any work, just go with a  
prefab'd front-end installer, like MythDora or KnoppMyth. I don't  
know if MythDora has an 0.18 version, But I know that KnoppMyth is  
old enough to have 0.18.

Along those lines, you could upgrade your back-end using MythDora or  
KnoppMyth. They both have the options to install fully functional  
back-ends and front-ends, all with the same CD. Just read up about  
how to back up and restore your database, and you could probably do  
it in less than two hours (mostly just writing data to disk).
