You could put the machine at any colo location you'd want I would  
think, they are in the business of renting space for computers. The  
problem would be the cable/satellite/antenna hookup.

If it's for the purpose of transmitting US or UK TV programming out  
of the country though,  you could be violating more laws than I want  
to think about.

But having said that, I assume you mean a backend to send programming  
to a F/E someplace else. Might work, but I think there might be  
better answers to that, a Slingbox comes to mind.

Or obtain the programming directly as commercial-free files, a la  
Akimbo.
