I've been using CVS/SVN for almost a year, and have been transcoding
OTA HD from MPEG2 to MP4. At my settings, my MP4 files are about 25%
the size of the original MPEG2 file.

You're out of luck; there's no UI for it. You could use the MySQL
command-line or some GUI/web frontend (like phpMyAdmin) to manipulate
the "transcoder" column of the "recorded" table.
