The OP is asking about MythWeb behavior, specifically.

I'm not sure when he mentioned, "When I look at the guide in Mythweb," 
whether he was talking about looking at the Listings (i.e. clicking on 
the Listings link) or looking at the Upcoming Recordings (i.e. clicking 
on the Upcoming Recordings link). IMHO, the rsNotListed should show in 
Upcoming Recordings, but I'm not so sure whether it should show in the 
Listings (if anything perhaps as a "note" icon within the timeslot with 
a popup showing the rsNotListed details).
