Any user should be able to run the frontend process.  No special 
permissions required.  Hardware-wise, you may have issues with your 
sound card, etc. depending on how your system was initially 
installed.  The best way to deal with that (and give yourself 
better performance) is to make the Myth programs SUID root.

MythTV accesses the MySQL database using the credentials supplied 
in ~/.mythtv/mysql.txt

You don't need to make any changes to the database unless the new 
user is on a remote machine, in which case you will need to 
configure MySQL for remote access.

Access to the hardware is only required by the backend process.  
Users running a frontend don't use the capture card directly.
