Has this been fixed at all?

I'm running 0.18 (I think. bought this pre-built with gentoo. I run
debian)

My date/time are correct, yet using the web interface, ALL programs are
listed an hour early.

I've also removed everything, and ran mythfilldatabase (I don't have
the --refresh-all option) before and after. No good.
