To debug X issues, you need to post your /var/log/Xorg.0.log
and /etc/X11/xorg.conf files. The issue could be a couple of things - X
isn't using the tvout, or the resolution is set too high for the TV. So,
things you'll need to work this out:

* When the screen's black, if you hit ctrl-alt-f1, do you get a text
login prompt? That will confirm that it's a X problem, and not a larger
issue.
* What video card do you have? (NVIDIA/ATI/?, model?)
* What are you using for TV-OUT? Svideo? Composite?
* The aformentioned x config file and log file.
