A screen filled with snow is perfect! Much better than getting nothing. It
means that
you are getting some input, just not what you want. Try running ivtvctl to
select the input.

ivtvctl -n

will list the available input types

and ivtvctl -p [input #]

will set the input.

If you can't get the tuner to work, try using a composite or svideo input
(just to test).
