There are many dedicated home theatre products for this:

relatively cheap in comparison, even though still expensive

do a google search for "1080i scaler"

as well, since all your doing is taking the single input and scaling to 1080i, 
you could just input via the ATI svideo like now, have mplayer play the feed 
from the svideo enabling the filters you decide on, and play back fullscreen 
out. You'd have to figure out how to get mplayer to constantly play the input 
without crapping out, etc. though.
