You probably need to look at what's happening with your tuner module. 
Try looking at the output of dmesg or grepping through
/var/adm/messages.  On Debian Sarge, I had to remove the tuner.ko that
comes with the stock kernel so modprobe would pick up the ivtv
tuner.ko I had installed.  Also remember to check for the same
collision with msp3400.ko (which is a documented problem).

After you're sure you're loading the correct tuner module, you may
need to pass an option to it to set the tuner type.  tveeprom will
usually report in dmesg or messages what tuner type it sees.
