MPEG-2 is a broad standard. The recordings are in MPEG-2 Transport 
Stream (TS) format while DVD:s use the MPEG-2 Program Stream format so 
they are "same same but different"...

There are several tools of varying quality for converting between the 
two formats (beside the tools already mentioned you could also try 
Metzler's replex from http://www.metzlerbros.org/dvb/).

They only change the "packaging" of the video/audio so no re-encoding of 
the streams is needed. Think of it like opening a blue box, taking the 
stuff that's inside and putting it in a green box instead. Blue boxes 
(TS) are sturdy & robust and protect the contents from damage during 
shipping (transmission), while green boxes (PS) are smaller and more 
suited for local storage (e.g. on a DVD). :-)
