The direct tv feed is pristine - no fuzz to be had at all. From what I can 
tell (and the people I've talked to), this appears to be a MythTV problem. 

Is there a utility in ivtv that will more properly tune these channels in? I 
would suppose it would be somewhere in the /utils directory of the source. 
Ptune, maybe?
