If all you want to do is cut commercials, there are two
programs that are working on doing that without doing any
transcoding.  One is GOPchop and I forget the name of the other
one.  My understanding is that they don't actually
decompress/decode the video, they just delete the frames you
want deleleted.  However, since the _aren't_ decoding, frames
have to be deleted in the chunks defined by the encoding
scheme, so you can't guarantee precise cut-points.
