I noticed you are still using the tuner=2 option in your
/etc/modules.conf. I would try editing your /etc/modules.d/ivtv and
take out any option lines and try reloading ivtv and see what happens.
These option lines are not necessary for the newer ivtv drivers.

here's mine on my gentoo box:

alias char-major-61 lirc_i2c
add above ivtv lirc_dev lirc_i2c

alias char-major-81 videodev
alias char-major-81-0 ivtv
alias char-major-81-1 ivtv
options ivtv ivtv_std=1

The ivtv_std=1 forces the card to NTSC to fix the framespergop issue....
