Maybe, maybe not. I do know that eBay is virtually non-existant in The 
Netherlands. No matter how much all the media promote it (the greatest, from 
America, biggest site, blah blah), they just don't have any content here (aka 
very few people post their stuff there).

Some biggies here are marktplaats.nl ("market place dot nl") and 2ehands.nl 
("second hand dot nl"). Why they are big? Well I think, less banners, and 
more google-ish. Or maybe even better, something liek what yahoo was back in 
the days, with a propper selection of (sub-)categories.

I think a European electronic market could be a hit if you play it correctly. 
Aka, get banks, escrow-, and parcel-services to cooperate, good site, good 
servers, and not to forget good mounth-to-mouth 'advertisement'. First 
advertise is 'euregeons', the country border lines so people get to know 
what's on the 'other side'.

A problem that might keep bugging you is the different languages...
