Yes, I'm sure it's captured in 640 x 480, mplayer shows this when 
playing the ring buffer while watching TV live:

VIDEO:  MPEG2  640x480  (aspect 2)  29.970 fps  6000.0 kbps (750.0 kbyte/s)

It turns out that my test box is dual head and that was causing 
problems, when I put it in single head mode that seamed to resolve the 
issue.  Perhaps this will help someone else on the list.
