Bad things. If you even get a picture, you'll likely see rolling artifacts, 
horrible jitter, etc., since the refresh rates are out of sync.

I believe it outputs the specified refresh rate. Why simply saying "PAL" 
doesn't override that, I dunno. Maximum flexibility, I suppose...

I believe so. It stands to reason that for optimal sync, the output refresh 
rate ought to be in sync with the refresh rate the TV wants.
