Where are you geographically - it looks like NTSC since it's 720x480
Are you recording from the s-video?
If not try plugging a dvd into the s-video and recording that.
Maybe the original video stream has the borders?

I had this problem recently
I notice it appears less on the 0.1.10 #71d driver.
There's some more about it on the ivtv list.
There's a possibility it's related to macrovision (mis)detection.
I think all these are ivtv issues rather than myth
