It can be. Quality seems to vary a fair amount from card to card. My GF4 cards 
(Chaintech and MSI) produce excellent output, though they are a tad muddy on 
some pans where the PVR-350 isn't. Stability aside, the output quality of a 
350 seems to be universally excellent.

The backend handles all video capture, the frontend handles all video playback 
and the GUI. You can have multiple backends and frontends, and you can have 
both on the same machine, if you like.
