I routinely use essentially the same hardware as you
describe. Even, with higher screen resolutions I do
not get the issues you do. Here's the list for a
machine I am looking at right now:

GeForce4 MX 440 AGP
P3 600 Mhz Pentium
Haupauge PVR 250
Sound Blaster Live sound card (same driver as Audigy)
256 M RAM

Just as a guess would you please open a terminal and
run the following command at the command prompt.

glxgears --info

Check your output against my example below for your
hardware. You stop the run by clicking the [X] on the
spinning gears.

6106 frames in 5.0 seconds = 1221.200 FPS
6104 frames in 5.0 seconds = 1220.800 FPS
6103 frames in 5.0 seconds = 1220.600 FPS
6108 frames in 5.0 seconds = 1221.600 FPS
6107 frames in 5.0 seconds = 1221.400 FPS

What do you get? How stable is the FPS measure?
