So far as I am aware, there are no Linux drivers for ATI cards that
make use of the in-built MPEG acceleration. I've had good success with

It's working very well for me, using XFree86 4.4.0 with Gatos ATI drivers,
under a 2.6.7 kernel. The /dev/drm support also works, providing hardware
frame sync.
I really don't know what the best solution for you is, except perhaps
a different M/B & CPU, which I guess is what you're trying to avoid.
