Problem 'solved':

 From a friend I got a Mentor TV card (W-PRO99) and I swapped this card 
with the TV-Capturer (without any modifications to the load modules 
params..) and it works OK now. Still similar broad white bands do appear 
when changing channels but once tuned the picture is rock solid.
 
Ah well, I've ordered a PVR250 in Germany today, hope this will improve 
the picture even more :-) Maybe use the Mentor Card as second tuner.
