Yes, with ivtv drivers and the ck patches, but not with ivtv stable 
(0.1.9 or 0.1.9a).  Your best bet is using some of the newest ck patches 
(I'd recommend 101b or above).

No, not directly.  However, you could set up MythVideo to call a script 
that starts your radio (i.e. sets the appropriate station and calls 
MPlayer or XMMS) or even create a new menu item under MythMusic that 
does that.  Unfortunately, there wouldn't be a nice "integrated" UI.  
Although, with MythVideo, you could easily create directories (with 
"cover" art showing the station info) for the stations you like and use 
the video list or browse function as your UI.

Note, however, that for recording from the radio, you're much better off 
using some other program.
