The C versions of the Pentium IV are 800MHz FSB - the Pundit doesn't support 800MHz bus - my guess is that your bios is reporting the speed of the processor as 1.6GHz. My reasoning for this is as follows for 2.4GHz processors:
A version of processor (400FSB) - real bus speed of 100MHz, CPU multiplier of 24, 24 x 100 = 2400MHz = 2.4GHz
B version of processor (533FSB) - real bus speed of 133MHz, CPU multiplier of 18, 18 x 133 = 2394MHz = 2.4GHz
C version of processor (800FSB) - real bus speed of 200MHz, CPU multiplier of 12, 12 x 200 = 2400MHz = 2.4GHz
so, if you put a C version (multiplier 12) into a 533 FSB, the reported speed would be 12 x 133 = 1596MHz = 1.6GHz (give or take a few)
It seems as if you have 3 options here:
1) Replace the C version of the CPU with a B (or A) version
2) Put up with running at 1.6MHz (maybe not be stable, and potentially may damage your CPU or motherboard - or anything else for that matter)
3) Buy a new case/motherboard to fit your CPU.
I had a similar problem with a B version CPU on a motherboard only supporting the A type - my CPU was reported as being 1.8GHz (18 x 100) - I just got a replacement CPU.
