I found I had to use

Option "TVOutFormat" "COMPOSITE"

to get colour output from my *S-VIDEO* output. I am using a S-VIDEO to
SCART converter. (However, I was able to get B&W o/p, which sounds a
little different from your problem)

I also notice that you have a space between "TVOut" and "Format" which may
be causing the option not to be picked up
