I have the Actisys as well.
I found (by sheer luck) that it has to be within a half cm or so of the
"correct" distance from the 2100.  Most devices (my vcr, tv, amp) it could
shoot from several feet away with no problems; but not the 2100.

My "correct" distance happens to be about 4-6cm I believe (not at home right
now), at a slight angle.
It seems like the signal is probably not quite right (noisy or saturating
the receiver?) and I happened to find a distance/angle that work.

I'm not happy with this "barely working" case, but if I line it up by
running continuous digits out and tweaking the location until it seems to
never drop a digit, then everything is fine until a cat nudges it to hard
and moves it (or the wife dusts everything and moves the box slightly).
