As Paul has said, it's working fine, as the theme chooser downloads
the themes.zip file directly.

Having said that, i've tweaked it so there is an index page, so there
won't be 404's from that anymore. However all it says is direct browsing
isn't implemented. Reworking that is somewhere on the massive todo list
