[mythtv] A need for advanced player settings

Couldn't myth simply record peak bitrate of programmes to a table when
recording, Then the system could dynamically set the ringbuffer based on the
specific programme/recording info. After all mythbackend knows how many
frames it is recording (its looking for keyframes anyway) and how much data
it is recording.

Alternatively mythfrontend could record peak bitrate information to the
recording/channelinfo and on playback look at bitrate logs from the past x
mths to ascertain what the settings should be.

Just brainstorming
