This is what I meant by "ignore everything that was written by 
non-devs."  Whether the ticket actually provides all the information or 
not, #799 (and another, as described below) are the general reminders 
for the devs about the issue that's affecting you.

Anyway, there are many assumptions in Myth about constant frame rate 
(see, also #1088, which I didn't quote because it was closed, but it 
also has more info and, generally, before it was closed, we always 
referenced #799 and #1088 ).

The plan to fix the issue is pretty much in place, but because the 
benefit is small (cosmetic) and the work is large (invasive), it's not 
high priority.  I'm not saying that you shouldn't post your patch.  I'm 
simply trying to provide some background.

Oh, and really, any time you're looking at a ticket, you should search 
/all/ lists (including -dev and -users) for discussion (because all 
discussion belongs on the lists, not in the bug database, which is why 
nearly all the info on ticket #799 is useless garbage--not developer 
discussion--posted by people who didn't understand what the bug database 
is for).
