[mythtv] Video OSD Length and Mpeg Telecine

I am pretty sure that actually Ticket #799 is a totally different issue and nothing to do with telecine.   If it was the same problem, the length wouldn't be doubled.

 It may be related to that Mythtv counts av packets (or at least it use to prior to recent ffmpeg syncs), instead of frames.  For Mpeg-2 material, in general, 1 packet = 1 frame.  But for HDTV material 1 frame can span multiple packets.  I could be wrong though on this for #799.

I'm hoping one of the dev's will respond, while my patch does work, the best thing would be the count the frames from the video rendered which are presumably accurate if it is inserting the redundant frame during playback and not sync some other way.
