The US grabber does use the public domain NWS/NOAA xml feeds and API.

The Canadian grabber does similar. The UK grabber uses BBC RSS feeds and their 
data comes directly from the government owned Meteorological Office (Met 
Office), the Terms allow non-commercial use and require that we cite the 
source on screen (which we do). I believe an Australian grabber was recently 
added which again uses their national weather services' feeds.

Although the BBC data has worldwide coverage, outside the UK it's limited to 
major towns/cities.
