You should ALWAYS develop patches against SVN Head:

.21 is going to be released (literally) any day now - nothing will be
backported unless you take time to do it yourself.

Correct!  Also, thanks for working on this.  I like it when more than
just the core developers submit patches to fix bugs.  Get's things
done a little faster and lightens the load for the core devs.
