[mythtv] Ticket #4397: win32 dependancy resolver and build script

I've known that to happen occassionally if you get an automatically selected
sourceforge server that doesn't actually have the file, or is really busy
and unable to handle the http connection.    Usually, deleting the zero
sized file and re-running the script should fetch it for you, becuase it
can/might select a different mirror after a failure.    If this error is
repeatable, please let me know, and I can add a test for this error in the
next release.
