[mythtv] Why allow conflicting bindings (was Re: 'New' default keybindings)

There wouldn't need to be a setup option, because if globals override
(status quo), then it makes ALL locals using the same key useless. The
other way around, if you wanted to prevent a particular local binding from
overriding the global one, then you can just remove the local binding - so
that method should work for everyone.

I'm a little surprised that the globals override currently - it doesn't
make much sense, and in any kind of options / permissions / parameter tree
I've seen, the more specific items always override the less specific ones.

I'll give the patch a go tonight.
