 From where are you downloading it? I just redownloaded it from 
<http://prdownloads.sourceforge.net/faac/faad2-2.0.tar.gz?use_mirror=umn> 
in order to check, and it is in the tarball. It is in the directory is 
faad2/common/mp4ff'.
