[mythtv] Ticket #2591: ivtc filter can cause stuttering

ivtc filter is triggered when you have a mix of interlaced and progressive
frames. This is true for the UniversalHD channel.

On a AMD64 processor the ivtc filter is applied without using any mmx
instructions. If the processor is a AMD64, my guess, is the stutter may be
because the ivtc filter is executed on amd64 processors without using any
mmx instructions on processor-intensive content.  on less intensive content
like dvds, you have no problem. The other channels probably work because all
the frames are  interlaced so the filter is not triggered.
