This is a libavcodec bug introduced by checkin #8240
I have reverted the relevant portion (which assumed that PRIVATE_DATA
streams were always VBI).  I think that needs to be thought out
better, But it is really in Daniel's domain.

You shouldn't have any issues with 8517
