Put the "-v all" after the "-V 4099" or just take out the "-V 4099".

The -V option is an undocumented JobQueue feature that runs mythtranscode
at the same verbose level that mythbackend was started with.  So you can run
"mythbackend -v commflag" and the 'commflag' debug level will get passed
on to mythcommflag when it is run by the JobQueue.
