this discussion was done when I was doing timestretch.
resample will only change sample rates, not change the relative delays
between the video and audio streams. (unless Im much mistaken). this also
pertains to libsamplerate too.
any filter/audio processing needs the algorithmic delay compensated for
otherwise lipsync/audiosync is affected.
if this delay is short it could be ignored as its not noticable.
