Yes and no.. I originally had planed on using the PMT to verify a service is TV
service, but I am going to not do that anymore since you will get a timeout
like this if a PMT isnt available even though the service is listed in the
PAT.. This was a workaround for some abuses of ServiceType I have witnessed,
but id rather make a transport specific option that gets turned on via network
ID that fixes this, because this option isn't working..

So in answer to your question its probbably not bad.. Just means it couldn't get
all the PMTs it thought it needed (but really doesn't) in the long term.. Thats
probbably why it hung up since the service add currently stalls until all the
PMTs are loaded.. (Although I thought it should have kept on after the 10
second PMT timeout)..
