There is no 'standard' way of implementing global keys. In fact, global
keys and run-time configurable keys have been discussed many times in the
past, and any number of people (myself included) have claimed at various
times to be working on a framework to support these, but so far the closest
we've come is the new native LIRC support (which is somewhat configurable,
but not global AFAIK). If you'd like to add to the mix any ideas you might
have on the design of an acceptable framework, please do... maybe one of
these days we'll finally get it in place.
