[mythtv] [PATCH] (Don't) Try Unflagged Comm. Skipping

This patch lets you turn on or off MythTV's method of
skipping commercials before commercial flagging has
ben done.  When commercials haven't been flagged for
real yet, I'd rather just use forward/rewind.

So this patch make commercial skipping before flagging
("Try to Skip Commercials Before Flagging") an option
on the Commercial Detection page of the Playback
Settings.  I have it default to off.  That could
obviously change.

So when this option is off, pressing q/z just briefly
pops up a "Can't Skip" message instead of a
"Searching..." message.  Then you know "Ah, it hasn't
been flagged yet.  I'll just fast forward instead, and
look forward to skipping the commercials for real
later."

This patch should apply fine along with my Smart Fast
Forward patch.
