It's by design.  I've got things setup here so that an 800x600 window fills to 
the edges of my TV pretty close to exactly.  If the video window only 
displays to 800x600, then, it's doing absolutely no overscan, which looks 
weird.  So, in 0.7, it compensates for that.  In CVS, the amount of overscan 
compensation is configurable.
