Log:

Switch a few places, where we open a new RingBuffer, over to using
ProgramInfo::GetPlaybackURL() so the file can be read locally if available
rather than having to be streamed from the backend.  This brings a few more
places into consistency.  I think that NuppelVideoPlayer::JumpToProgram() and
NuppelVideoPlayer::SwitchToProgram() could also possibly be switched over in
order to allow LiveTV recordings to be read locally as well, but I am not
changing those places with this commit.
