It's a feature of LibreWolf, it looks like LibreWolf sets
`privacy.resistFingerprinting` per default,
thus using UTC as default timezone. You can't use a different one.
Open in LibreWolf the page "about:config" and search for the setting
`privacy.resistFingerprinting`.

Google found it in a few seconds. Ah, LibreWolf disables Google in favor of
DuckDuckGo ;-)
You could try if If this also works on LibreWolf: disable the
`privacy.resistFingerprinting`
for the MythTV Web Application page, see
